WASHINGTON — Sales at department stores and discounters fell in February, while specialty store sales remained flat, the U.S. Department of Commerce’s monthly report showed today. Sales at department stores fell a seasonally adjusted 1.4 percent to $13.6 billion last month, while sales at general merchandise stores, a category that includes department stores and discounters, fell 1.2 percent to $55 billion. Apparel and accessories store sales were flat in February at $21.2 billion. In the overall economy, retail sales fell for the third month in a row, declining 0.6 percent to $437 billion.
